1. These Regulations will be referred to as the Roads and Buildings Regulations
(Mechanical and Electrical Installations) (Modifiers) Regulations of 2026
and will be read together with those on Regulation of Roads and Buildings (Mechanical and
Electrical Installations) Regulations of 2006 (hereinafter referred to as
"the basic regulations") and the principal regulations and these Regulations shall
are referred to together as the Roads and Buildings Regulations (Mechanical and
Electrical Installations) Regulations of 2006 and 2026.
Amendment
of the Regulation 2
of the basics
regulations.
2. The paragraph (1) of the Regulation 2 of the basic regulations is amended as
next:
(a) By replacing the definitions of the terms “Electrical Inspector
Studies", "Controller of Engineering Studies", "Electrical engineer"
and "Mechanical Engineer" with the following new definitions, respectively:
""Controller of Electrical Studies" means Electrician;-
reason Engineer who fulfills his provisions
Regulation 4;
“Inspector of Mechanical Studies” means a Mechanical Engineer
An engineer who meets the provisions of Regulation 4;
"Electrical Engineer" means a person who-
(a) is registered in its Register of Members
Scientific and Technical Chamber of Cyprus to
relevant engineering discipline;
(b) holds a license to practice the profession of electrician
engineer;

""building unit" has the meaning ascribed to the term

of the Regulation 3

3. The Regulation 3 of the basic regulations is amended as follows:
(a) By substituting in para (1) of the text beginning with the words
"for every" (forefront) and ends with the word "includes" (Tuesday
line) with the following text:
«3.-(1) For any electrical or mechanical installation that concerns an application
to the competent authority for the issuance of a building permit for new buildings or an application for
conversion, addition or repair to existing buildings which
covered by a relevant licence, in which a new unit is created, or,
regardless of the above, if this is required at the discretion of the competent authority
principle, a study is submitted to the competent authority, as the case may be,
electrical or mechanical installation, which includes';
(b) by replacing the semicolon at the end of the subparagraph (e)
of the paragraph (1) with the semicolon and addition, right after,
of the following new subparagraph:
«(f) in the case of a technical building system, the total energy
his performance, specifications for proper installation and calculations
for proper sizing.''; and
(c) with the addition, immediately after the paragraph (7), of the following news

«(8) In compliance with the provisions of Electricity
Law and the Rule issued pursuant thereto-

(10) The certifications provided for in

4. The Table of basic regulations is amended as follows:

(a) With the deletion in para 22 of the phrase "(except those who work
with gaseous fuels) excluding single dwellings' (first and
second line)·
(b) with the deletion in para 23 of the phrase "excluding
individual houses" (forefront)· and
(c) with the addition, immediately after the paragraph 28, of the following news
paragraphs:
«29. Hot water production systems for domestic use.
30. Automation and control systems for heating systems,
air conditioning systems, combined heating systems and
space ventilation or combined air conditioning systems and
ventilation.
31. Self-regulating devices for autonomous temperature regulation
in each room of the building or in a designated heated or
chilled zone of the building unit and, where applicable, with
hydronic balancing.
32. Measuring and control devices for monitoring and regulation
of indoor air quality in non-residential buildings.
33. Desalination plants for the production of non-potable water.'.
