About the Facilitation of Strategic Development Projects (End of Strategy Project Management
Development) Regulations of 2024, which were issued by the Council of Ministers, by virtue of the articles
6(6) and 25(2)(e) of the Law on the Facilitation of Strategic Development Projects, after they were deposited in
House of Representatives and were approved by it, are published in its Official Gazette
Republic according to the paragraph (3) of the article 3 of the Deposit to the House of Representatives
of the Regulations Issued by Authorization of Law, Law (N. 99 of 1989 as amended by
the Laws 227 of 1990 until 3(I) of 2010).
THE LAW ON THE FACILITATION OF STRATEGIC DEVELOPMENT PROJECTS (LAW 84(I) OF 2023)

Regulations under the articles 6(6) and 25(2)(e)
84(I) of 2023.
The Council of Ministers, in exercise of the powers conferred on him by s (6) of
article 6 and from the paragraph (e) of the territory (2) of the article 25 of the Facility
of Strategic Law Development Projects, issues the following Regulations.
Summary
title.
1. The present Regulations shall be referred to as those concerning the Facilitation of Projects
Strategic Development (End of Strategic Development Project Management) Regulations of
2024.
Interpretation. 2.-(1) In these Regulations, unless the text indicates otherwise-
"Director" means the Director of the Department of Town Planning and Housing and Head
of the Strategic Developments Sector;
"Law" means the Strategic Development Projects Facilitation Law.
(2) Terms not specifically defined in these Regulations have the meaning given to them
attributed to the Law.

3. These Regulations apply with respect to the first installment and the second installment
of the strategic development project management fee.

4.-(1) The first installment of the management fee, which is provided for in the paragraph (a) of
of territory (5) of the article 6 of the Law, is non-refundable.
Panel. (2) The second installment of the management fee, specified in the present Table
Regulations, is paid with reference to the provisions in the same Table respectively

Of course that, the first application under the strategy project authorization process
development concerns either an application for the granting of a planning permit or an application for the
grant of a planning permit by way of derogation or in an application for the grant of a permit
building or in any other application required, depending on the strategy project
development:
Provided further that, the administration fee is payable in addition to any
required fees and/or fees required by the competent administrative authorities
and which are provided for in the current legislation for the licensing of the project
strategic development.
(3) The second installment of the administration fee is refunded only in the following cases,
as determined on a case-by-case basis:
(a) In case it is found that more than
estimated amount, the difference is refunded; and

(b) in case the relevant license application is withdrawn in writing,
within five (5) working days from its filing, a percentage is retained
amounting to ten percent (10%) on the second installment of the management fee and the
balance is returned.

5. The second installment of the management fee may be revised every five years or as desired
designated by the Minister, in accordance with the provisions of these Regulations.
PANEL
(Regulation 4)
1. Management of license applications, in order to implement and operate the strategic development project,
when the strategic development project falls into-
1-2 strategic sectors: €23.000
3-4 strategic sectors: €26.500
Beyond them 5 strategic sectors: €30.500
2. In case the development concerns a mixed development, in addition to the above amount pertaining to
strategic development project, an additional management fee is payable for the part of the development that does not
refers to a strategic development project, as follows:
Mixed development: €5.000
3. In case it is necessary to submit an application in derogation of the provisions of the current Plan
Development, an additional administration fee is payable, as follows:
Notwithstanding the provisions of the Development Plan: €8.500
4. In case an opinion of the Environmental Authority is required, an additional fee is payable
