The Council of Ministers, they practice by virtue of the paragraph (2) of the article 4 of about
of Town Planning and Spatial Planning Law 1972 granted him authority issues them
following Regulations.

1. These Regulations will be referred to as Town Planning and Spatial Planning
(City Planning Council) Regulations of 1973.

2. In these Regulations, unless the text indicates otherwise.
"Committee" means a Committee established under the Regulation 12.
Interpretation
"the Law" means the Town Planning and Spatial Planning Law 1972.
"Chairman" means the by virtue of the Regulation 6 its appointed President
Council.
"Council" means the by virtue of the Regulation 3 established Town Planner
Council.
"Minister" means the Minister for the Interior.

3. A Council called "the Urban Planning Council" is established (in the present
Regulations referred to as "the Council") let them practice according to their strength
Law of competences of the Minister who wanted to be transferred to this by virtue of
provisions of the Law or these Regulations.

4. All or any of the powers of the Minister by virtue of the Law may
transferred under’ of this to the Council by Decree published in
official newspaper of the Republic, if the Council does not transfer it, it will

5. The Council is convened by ten members, appointed by the Council of Ministers, cm
whose sources come from the Public Service, and the other four members
are selected outside the Civil Service.

6. (1) The Council of Ministers appoints one of the members of the Council as its President.
(2) The President of the council presides over its meetings and exercises its powers
of the present Regulations assigned to him.

(1) The President and the members of the Council were appointed by the Council of Ministers
during this period of time as the Council of Ministers wanted to determine, they can

In case of temporary absence of the President or another member of the Council or
of temporary incapacity for the exercise of his powers, the Minister
may temporarily appoint from among the members as chairman or, depending on the cases,
another person as a member of the Council for the duration of such absence or
incompetence.

(1) The Minister appoints an appropriate official as Secretary of the Council to
for the purpose of observing the minutes of the Council or any of its Committees and
execution of any other duties assigned to him under him

(2) The Secretary attends the meetings of the Council and any other
Committee thereof, but without the right to vote ef’ of whatever topic is being discussed
during such sessions.

(1) The sessions of the Council are established at such a time and according to such
way as the President wanted to determine.
(2) The Council is in a quorum’ as far as the sub’ thereby being determined
number of members, which in no case may be less than ex.
(3) Subject to the provisions of the paragraph (2), the Council may act
regardless of widow status, of any member thereof.
(4) Absent or otherwise obstructed by the President, those present during the sessions
members of the Council are elected from among them such as chairing the session and exercising’
it and related to it all the powers of the President.
(5) In compliance with the provisions of the Law and any Regulations pursuant thereto, or
during the sessions of the Council a procedure is determined under it.
(6) The decisions of the Council on the issues before it are taken by
majority of the members present and voting, in case of a tie, the President
gets a second or defeated vote.
(7) Minutes of the Council's meetings are kept, eff’ as long as they carry it
signature of the person who acts as chairperson of the session in this
aphorosin or the next session, as well as the secretary, evidence component
element of what was discussed and decided during the session.
(8) A copy of the minutes of each council meeting is sent to
Minister within fourteen days of such session.

11. A member of the Council above acquires a personal interest related to anyone
issue raised before the Council must be notified as soon as possible to
I advise all such interests, nor is the right to vote acquired’ anyone
of such a subject, only after the approval of the Council, if not a member nevertheless

It is understood that no member is deprived of the right to vote on a relevant matter
in the general policy of the Council.

(1) The Council may appoint from among its own Committee members through general or
special purposes which in his opinion would be better regulated or
managed by the Commission, and after consultation with the Minister designates as
chairman of each such committee among its members.
(2) If in a special case or with reference to a special matter the council will take care
that any Committee shall, as advised, assist any person or fortune
sub’ his, the Council may elect this person as a member at any time
meeting of said Committee’ its presence is not required, not at all
at this meeting this person acquires all the rights and privileges
member, but not the right to vote ef’ any subject.

(3) Every person elected as a member of his Committee by virtue of the paragraph (2)
subject to the provisions of the Regulation 15.
(4) The quorum required for all Committee sessions and the cat’ this process
are determined by the Council.
(5) The provisions of paragraphs (1), (2), (3), (4) (6), (7) and (8) of the Regulation 10
are applied, proportionally, on the conferences of every Committee as
apply to Council meetings.
(6) The Commissioners submit the minutes of these Councils and comply with
of any such directive.
13.
The Minister provides such facilities and services to the Council at will
considered necessary for the proper and effective exercise of their powers
of these Regulations of the Council's competences.

14.
Every document purporting to be duly issued by or on behalf of the Council and
bearing the signature of the President or the Secretary thereof is accepted as
evidence, and until the contrary is proven, it is presumed to have been issued as such and
signed without any further proof.

15.
(1) The President and every other member of the Council and every Committee considers and
treats as confidential any matter raised or requested by’ any session or other
work of the Council or, depending on the case, of the Commission and all
decision, recommendation or information, in writing or orally came to our knowledge
of him in the exercise of his powers and does not reveal or transmit anything
such matter or information without the written consent of its president
Council, only for the proper exercise of his powers.

(2) The President and the other members of the Council will be considered as public officials by
the purposes of the Criminal Code.

compensation or allowance or both, as the Council of Ministers wanted to approve.
