which were issued by the Council of Ministers, by virtue of the articles 9(e) and 25(2)(a) and (d) about her
Facilitation of Strategic Law Development Projects, after they were submitted to the House of Representatives
and were approved by her, are published in the Official Gazette of the Republic in accordance with the subsection (3)
of the article 3 of the Filing in the House of Representatives of the Regulations Issued with
Authorization of Law, Law (N. 99 of 1989 as amended by the Laws 227 of 1990 until 3(I) of
2010).
THE LAW ON THE FACILITATION OF STRATEGIC DEVELOPMENT PROJECTS (LAW 84(I) OF 2023)

Regulations under the articles 9(e) and 25(2)(a) and (d)
84(I) of 2023.
The Council of Ministers, exercising the powers conferred on him by para (e)
of the article 9 and from the paragraphs (a) and (d) of the territory (2) of the article 25 about her
Facilitation of Strategic Law Development Projects, issues the following
Regulations.
Short title. 1. The present Regulations shall be referred to as those concerning the Facilitation of Projects
Strategic Development (Project Managers) Regulations of 2024.
Interpretation. 2.-(1) In these Regulations, unless the text indicates otherwise
sense-
"Director" means the Director of the Department of Town Planning and Housing and
Head of the Strategic Developments Department;
"list of project managers" means the list of persons who may
are designated as Project Managers;
"Law" means the Strategic Development Projects Facilitation Law.
(2) Terms not specifically defined in these Regulations have the meaning that
attributed to them in the Law.

3.-(1) For the purposes of drawing up the list of project managers provided for in
provisions of the paragraph (e) of the article 9 of the Law, the Director announces a submission
declaration of interest, every three years or as deemed necessary, from persons originating
from the public and wider public sector and which are seconded to the Department
of Town Planning and Housing.
(2) The Director may conduct oral interviews to ascertain this
whether the provisions in the paragraph (1) persons meet the general and special
criteria, as well as skills, in accordance with the provisions of the Regulation 5.

4. For purposes of inclusion in the list of project managers of persons who
come from the private sector, the provisions of the paragraph apply (e) of
article 9 of the Law.
Selection criteria. 5. Project Managers are selected according to the following criteria:
(a) General criteria, which they occupy-
(i) knowledge of institutional framework of public administration;
(ii) experience in licensing matters;
(iii) very good knowledge of the Greek language and the English language; and

(b) special criteria, which they occupy-
(i) possession of a university and/or postgraduate degree in architecture,
in urban planning and/or civil engineering and registration as a member thereof
Scientific and Technical Chamber of Cyprus, in the relevant engineering discipline
of science, in accordance with relevant legislation; or
(ii) possession of a university and/or postgraduate degree in a field related to
specific strategic development; or
(iii) holding a master's degree or title in business administration, at
project management, in real estate management and valuation or other related matter;
and
(c) skills, which take place-
(i) communication skills;
(ii) administrative and organizational ability;
(iii) problem solving skills;
(iv) ability to work under pressure;
(v) leadership skills, initiative and integrity;
(vi) ability to work in a team; and
(vii) integrity of character.
Suspension or
termination
registration

6.-(1) The Director may suspend or terminate the registration of a person in the list
project managers, in case-
(a) non-compliance with any obligation thereof, according to the provisions of
of these Regulations;
(b) not performing his duties properly, after his relevant finding
Director;
(c) commission of an offense by such person or aid or abetment by
part of the commission of an offence.
(2) In case of suspension or termination of registration of a person in the list
project managers, as provided in the paragraph (1), the Director informs
in writing the person concerned about this fact, as well as for the reasons for
whose registration is suspended or terminated.

7.-(1) The Director appoints a Project Manager, per case, choosing him from him
list of project managers, depending on its nature and special characteristics
proposed project:
Of course that, the Director may appoint a different Project Manager for the stage
characterization of development as a strategic development project and for the licensing stage
of the project:
Provided further that, the Director may replace the Project Manager, in
case that judges that, for any reason, he is unable to process them
his duties.
(2) The Minister approves the Project Manager, before its licensing stage
project, in accordance with the provisions of the paragraph (d) of the territory (2) of the article 5 of
Law.

8.-(1) The Project Manager exercises the duties and responsibilities provided for in
provisions of the paragraph (2) of the article 23 of the Law.
(2) In a case where a person designated as Project Manager
comes from the public and the wider public sector, this person, as competent
officer, may purchase advisory services that may be judged
necessary for the evaluation of the application for the designation of development as a strategic project
development and, during the development permitting process, applies its provisions

on the Regulation of Public Procurement Procedures and Related Issues
Law and on Fiscal Responsibility and the Fiscal Framework Law.
(3) The Project Manager provides facilitation, guidance and support to
investors during the process of characterizing and licensing developments as projects
strategic development.
(4) The Project Manager must comply with the provisions of the Law and its provisions
of these Regulations.
Remuneration of Managers
Projects.
9.-(1) In case the Project Manager is a member of his staff
public and the wider public sector, is paid as follows:
(a) No extra pay is paid for work within regular hours;

(b) overtime compensation is paid, according to the provisions of
Public Service (Earnings, Allowances and other Financial Benefits of
Public Servants) Regulations, in case of overtime work in
combined with work within normal hours; and
(c) flat rate overtime compensation is paid, as approved under the
provisions of the Civil Service (Earnings, Allowances and other Finances
Benefits of Public Employees) Regulations, in case of pure
overtime work.
(2) In case the Project Manager comes from the private sector
domain, the fee is defined in the corresponding contract concluded with him, after
holding a public tender, in accordance with the provisions of the paragraph (e) of the article 9
of the Law.
Conflict
interest.
10.-(1) The concept of conflict of interest covers any case under
to which the Project Manager has a special relationship or is related by blood or blood
up to the fourth degree with an investor or has direct or indirect financial or other
personal interest, which may be perceived as an element that affects impartiality and
his independence, in the context of the impartial and objective exercise of
his duties.

(2) Project Manager who comes from the public and the wider public
sector owes as it complies with the provisions of the subsection (2) of the article 60 of about

(3) In case the Project Manager has a conflict of interest,
as provided in para (1), must immediately inform the Director,
so as not to be designated as Project Manager in relation to the handling of a designation application
development as a strategic development project or project licensing application.
