THE URBAN PLANNING AND ZONING LAW
(Laws 90 of 1972, 56 of 1982, 7 of 1990, 28 of 1991, 91(1) of 1992,
55(1) of 1993, 72(1) of 1998, 59(1) of 1999, 142(1) of 1999 and 241(1) of 2002)
ORDER no . 1 of 2005, According to the article 6
Prefabricated and wooden prefabricated buildings
The Minister of the Interior , exercising the powers conferred on him by the article 6 of Urban Planning and Spatial Planning
Law , issues this Order , with the aim of defining a uniform policy regarding the issuance of town planning
license for prefabricated and wooden prefabricated buildings , to protect the comforts and the
residents' safety and to achieve urban planning , architectural and environmental goals that
are pursued through the implementation of the Town Planning and Spatial Planning Law and the relevant Regulations and
Administrative Acts:
1. Definitions
Prefabricated Building is considered any building whose load-bearing elements or / and the structural ones
filler elements are assembled. The definition also covers wooden prefabricated buildings.
It is clarified that, a wooden prefabricated building is considered any building constructed by
mainly from exposed timber ( carrier organism, brickwork, roofs, coke.)
2. Positioning
2.1. Prefabricated building ( excluding the wooden prefabricated building ) it is possible
to be zoned according to the conditions mentioned in the use of the building, provisions of the applicable Plan
Development, with the exception of Specialist Areas
Character, the historical or traditional centers / settlement cores and designated Protected Areas
Landscapes.
2.2. Wooden prefabricated building with visible flat wooden solid masonry on the exterior
facets, it is possible to place according to the mentioned usage, provisions of the applicable Plan
Development, with the exception of Special Character Areas, the historical or traditional centers / cores of
settlements and the designated Protected Landscapes. When examining the zoning will be taken
considering the cumulative effect of such developments, unless the development is unified and integrated and
creates a harmonious whole, as well as the effects on the physiognomy of the landscape and its aesthetics.
In some cases, the Town Planning Authority may seek to reduce potential impacts
in the physiognomy of the area, by imposing conditions regarding their appropriate coloring
external surfaces of the building.
2.3. Wooden prefabricated building with round tree trunks on the exteriors, will
only allowed in mountainous areas, semi-mountainous and other areas with a forest environment or physiognomy. Generally not
such buildings will be allowed to be erected in the designated Development Areas, in coastal areas
and in Protected Landscapes, unless they have a forest physiognomy. Of course, such buildings will not
are allowed in the traditional core communities. When examining the zoning will be taken
considering the cumulative effect of such developments, unless the development is unified and integrated and
creates a harmonious whole, as well as the effects on the physiognomy of the landscape and its aesthetics.
In some cases, the Town Planning Authority may seek to reduce potential impacts
in the physiognomy of the area, by imposing appropriate conditions.
3. Aesthetics of the prefabricated or wooden prefabricated building and inclusion in the
environment
All related to building aesthetics will apply, provisions of the published Development Plans.
In particular the following will be required:
(a) High aesthetic quality of the building.
(b) The scale, the morphology and materials of the building must harmonize with the local character.
Particular attention will be paid to the slope of the roof, which must be consistent with the slope of its roofs
Cypriot traditional buildings and not to exceed 35 degrees.
( c ) The building must be sensitively adapted to the topography of the area.
Compliance with Legislation and technical specifications
4. Every prefabricated building shall comply with the provisions of the Road Regulation and
Buildings Law and the relevant Regulations, as well as those on Basic Requirements that must
meet Specified Product Categories Laws 2002 and 2003 and those on Basic Requirements
( Structural Construction Products ) Regulations of 2003, or subsequent modifications thereof. OR
above compliance will be checked at the stage of building inspection by the competent authorities.
5.
Exceptions
The provisions of this Order shall not apply in the following cases:
(a) Industrial and craft buildings within designated Industrial and Craft Zones.
(b) Livestock estates.
(c) Small prefabricated garden buildings, which due to their size cannot
are converted into habitable spaces.
6.
Transitional arrangements
Application for a building subject to the provisions of this Order and pending with the Town Planning Authority
will be examined based on the provisions of the present.
7.
Cancellation of Orders 1 of 1992 and 2 of 2001
This Order supersedes the Orders 1 of 1992 and 2 of 2001, which are abolished by
publication of the present.
