Amendment of the Order 4/2024 of the Minister of the Interior,

following the Decision of the Council of Ministers dated 11.03.2026 with subject:
"Special Plan for Providing Urban Planning Incentives to Enhance Capacity
Protection of the Population in the event of Disaster or Enemy Attack"

I refer to the above matter and inform you that the Minister of the Interior proceeded to
amendment of the Order 4/2024, following approval by the Council of Ministers on
11.03.2026, of "Especial Plan for the Provision of Urban Development Incentives to Enhance the Potential

Amendment of Order 4/2024 according to the article 6 of the Law

A. Construction Factor Calculation, Coverage Rate,
Number of Floors and Height of Buildings

B. Building Distances from Property Boundaries

The Home Secretary in the exercise of the powers conferred on him, with
based on the article 6 of the Town Planning and Spatial Planning Law, and for purposes
strengthening the ability to protect the population in the event of a disaster or
enemy attack, amended Order no. 4 of 2024, as follows:

(a) By adding at the end of subpara 2.2.1 (l) of the phrase
«(the relevant subparagraph 2.7)» and,

(b) By adding a new subsection with no. 2.7 as follows:

"2.7 CIVIL DEFENSE SHELTER- In new developments concerning
construction of an apartment building with a basement, part of the basement area, such as
this will be indicated by Mass Defense, will be categorized as
shelter for use in an emergency. In said space will
provision must be made for water supply, as well as suitable space

1. The Council, exercising the powers conferred by s’ this
   from the article 3 of Civil Defense Laws 2002 έως 2024,

At 11.03.2026 the KDP Regulations were published in the official gazette of the Republic 129 of 2026 which amend and essentially modernize the Regulations on Roads and Buildings (Mechanical and Electrical Installations) Regulations. The modernization of the Regulations was a constant request of ETEK, εδώ και αρκετά χρόνια.
In summary with the amendment of the Regulations :
(a) the submission of a mechanical installation study for heating and cooling systems is defined as mandatory, without exceptions
(b) mandatory supervision of electromechanical installations is established
(c) the possibility of submitting an electromechanical study is linked to the obligation to register in the register of designers and supervising engineers of ETEK, when this is activated
The preparation of a mechanical study is mandatory for all developments:
More detailed, with the modernization of the Regulations, the submission of an application for a building permit for new developments will require the submission of a mechanical installation study for the heating and cooling system, without the exceptions included in its regulations 2006. also, following a request from the Ministry of Energy, in the context of improving the energy efficiency of buildings, the submission of a mechanical installation study will be required for hot water production systems for domestic use as well as for other specialized technical systems, εάν υπάρχουν.
Supervision of electromechanical installations:
With the new Regulations it is also determined that the mechanical and electrical installations of a building will be supervised by the mechanical engineer or electrical engineer who prepared the relevant study, thereby guaranteeing the statutory supervision of electromechanical installations. In particular, the new Regulations provide that the owner designates the designer of the electrical or mechanical installation to supervise the implementation of his design and, in case a replacement is required, the owner must appoint a replacement of the same profession. In this context, it is determined that upon completion of the works, a certificate must be submitted that the mechanical or electrical installation has been implemented in accordance with the study and the conditions of the building permit or, in the event that changes or additions have been made to the facility in relation to the study and the conditions of the building permit, ότι αυτές έγιναν με έγκριση του προσώπου που επέβλεπε.

Activation of the Register of Researchers for both Electrical and Mechanical engineers:
End, with the amendment of the Regulation, it is determined that the electrical and mechanical engineers who submit studies under the regulation of roads and buildings must be registered in the Register of Surveyors and Supervising Engineers of the ETEK, when this is activated. It is noted that the institutional framework for the Register of Scholars defined criteria and requirements for initial registration in the register (B.C. maintaining appropriate professional liability insurance, initial training in matters related to research services, targeting and improving coc practice) που δημιουργούν τις προϋποθέσεις για αναβάθμιση του ρόλου των μελετητών.
The publication of the aforementioned Regulations is a very important event for ETEK, professional researchers and for the construction industry more broadly. Στη θέση των φθαρμένων επιφανειών τοποθετήθηκαν μεγάλες φωτογραφίες πόλεων από ευρωπαϊκές πρωτεύουσες, δημιουργώντας ένα διαφορετικό αισθητικό αποτέλεσμα στον δημόσιο χώρο. Η συγκεκριμένη ενότητα περιλαμβάνει αφιέρωμα στην Τσεχία, με εικόνες που δίνουν έναν πιο πολιτιστικό χαρακτήρα στο σημείο και επιχειρούν να μετατρέψουν έναν βανδαλισμένο χώρο σε μικρή υπαίθρια έκθεση.

Θετική ανταπόκριση από τους πολίτες

Η πρωτοβουλία φαίνεται να κερδίζει θετικά σχόλια από πολίτες που περνούν καθημερινά από το σημείο. «Είναι πολύ όμορφο να βλέπεις κάτι διαφορετικό αντί για συνθήματα στους τοίχους. Τέτοιες κινήσεις δείχνουν ότι η πόλη μας μπορεί να γίνει πιο προσεγμένη», ανέφερε περαστικός.

Μια άλλη κάτοικος της περιοχής σημείωσε: «Μπράβο σε όσους το σκέφτηκαν και το υλοποίησαν. Δίνει ζωή στο σημείο και κάνει τον δρόμο πιο ευχάριστο για όσους περπατούν στο κέντρο της Λεμεσού».

Η παρέμβαση αποτελεί μέρος μιας ευρύτερης προσπάθειας για την προστασία της εικόνας της πόλης και την ενίσχυση της αισθητικής των δημόσιων χώρων.
